The brigand kings are preparing an all-out assault on the oceans, but first they must amass their forces. Consolidating their power in flotillas, the kings have given away their positions, creating the perfect opportunity for intrepid pirates to repulse the attack and earn some booty.

Flotillas can be seen from the ocean map as icons indicating the brigand king that commands them. The color of the icon shows whether the flotilla is sinking (red) or non-sinking (uncolored). For the faint of heart, Azarbad the Great, Vargas the Mad, Admiral Finius, and Gretchen Goldfang will spare your ship, while the flotillas of The Widow Queen and Barnabas the Pale offer greater rewards for their sinking risk.

Each flotilla acts as an ongoing sea battle board that can be entered from the league point where it sits. Officers can configure their voyage to “flotilla attack” to put a flotilla jobbing notice on the board and, with careful navving, to ward off brigand attacks as they travel. While on the board, sea battle maneuvers appear in the duty puzzles and treasure can be hauled from sunken ships. Treasure that is hauled is stored in the ship to be divided if the ship leaves the flotilla. Pirates also earn bounties anytime their ship is able to sink a brigand ship. The brigand king’s fleet is made up of green supply ships (merchant brigs and galleons) and red war ships (made up of some combination of sloops, dhows, baghlahs, war brigs, war frigs, or grand frigs). A certain number of green ships must be sunk in order to drive off the flotilla. If enough time passes without the flotilla being defeated, then a brigand king blockade will be declared on a nearby island.
