Whimsy and Caprice is a crew that sails the Emerald Ocean. Its name is derived from a line spoken by Annabeth Schott in a 2006 episode of The West Wing.
History
Whimsy and Caprice was founded in December 2015 by Y!PP veteran, Elleana, as her second crew; she originally formed The Nereids in 2008, but disbanded them in 2012. The crew has loose ties to Tilinka's Perilous Puppets, where Ell spent three years as an officer, but is an entirely autonomous consortium with no flag attachments.
W&C sails out of the Gull Archipelago and as of July 2017, rents a modest headquarters in the Sin City halls on Admiral Island.
