Upon his return from Academentia, Kingpriam brought with him a secret message encrypted by the most powerful forces of magic. He also claims that if any hunter can decipher it's meaning, they will be granted the four most ancient corner stones of the magical realm: Sylph's Hanky, Prometheus Brew, Poseidon's Horn, and Gaea's Pie.

Solution

The secret message was cleverly encrypted, indeed.
But, the prizes were what gave the clues: Sylph's Hanky, Prometheus Brew, Poseidon's Horn, and Gaea's Pie, respectively referring to Wind, Fire, Water, and Land--which are, as we all know, the most known elements!
And so, to read the message, what we need is something that could decipher elements--a periodic table.
After much consideration on how the numbers would be read, I finally came up on how they are divided:
