GPL mandates GIMP distribution?

Doesn't the GPL allow you to merely include a reference to a location on the Internet where the source code for The GIMP may be obtained? I'm pretty sure you don't have to provide the entire source code bundled with any GIMP plug-in binary you distribute. --Jamieson630 (Fuzzybeard)
