Very tentative proposal for peer review system based on Wikipedia's editor review process. All input would be greatly appreciated:

Peer Review is a system for editors to gain feedback on their wiki contributions from other wiki users. A user may submit themselves for peer review at any time. It may be useful for a candidate who intends to self-nominate for adminship although it is not a requirement.
Giving a Peer Review
When giving your opinion of someone who has chosen to go under peer review you should give your honest opinion with constructive criticism and cover both areas you feel they are strong in and areas they could improve in.
Keep in mind that all editors going under peer review have done so voluntarily in order to improve their contributions and as such all reviews given should be respectful. Peer review should not used an excuse to resurface hostilities over individual articles that there have been disagreements over in the past.
When reviewing consider:
- User conduct.
- Number of edits.
- Time user has been editing for.
- Balance of edits.
Ultimately your review must be what you truly think, do not simply follow the consensus; this defeats the point of this system.
