Rearrangement

I've rearranged this page: First, I took out most of the bolding. I realize the intention was to make certain points clear, but it was used so much that it just strained the eyes. (And it seemed kind of silly to have so much bolding when there's a note about not using excess caps.) Second, I took the ban and technical issues points and put them closer to the top in a new section, because virtually all of the questions asked of late have been regarding the things it says not to ask about. Finally, I made a couple of other minor changes. Comments? --Emufarmers 18:22, 27 May 2006 (PDT)
