Bootlicker's rules for redistributing bnavver and vessel owner chests (Rev 2)

1. Each time there is a break or the ship leaves the board and the ship has been on the board for more than 5 minutes, check the duty report and award lottery tickets. Lottery tickets earn you a chance to win a rare item from the vessel ownership chests at the end of the trip.
2. At each break, the top 3 sailors, 3 carpenters, 2 bilgers, and 1 gunner receive one ticket, as long as they score higher than Good on the duty report.
3. At each break, the MAA nominates 3 defenders to receive one ticket.
4. At each break, vessel ownership earns 2 tickets.
5. Winning a solo dragoon fight at any time gets you one ticket.
6. At the end of the trip, redistribute the vessel owner and battle navigation chests to the crew. If anyone on the ship receives less than 2 chests total, and no rare items, then they will be given one or two non-rare chests from the vessel owner or bnavver. Also, choose 5 ticket winners to receive bonus chests from the vessel owner. Reserve 3 rare items for the XO, MAA, and navver, in that order, unless the XO or MAA received a rare item through the regular divvy. After the 3 rare items have been reserved, give the 5 most valuable vessel owner chests to the ticket winners. If one of the ticket winners receives a rare item from the regular chest divvy, give them a vessel owner PoE chest instead.

Random.org has a nice list randomizer that you can use to manage the drawing. Just keep a running list of all the ticket winners at every break, randomize the list after the divvy, and award chests to the first X people on the randomized list.
