Rank Requirements

- Fleet officer: Must have a vessel, 3 Master's, 3 Respected skills and distinguished battle navigation.
- Senior officer: Need complete trust with Oceanum, at least one Ultimate/Legendary Piracy Skill, 3 Masters and a vessel.
