The rogue hat is a clothing item that is only available to purchasers of the Shadow Raider downloadable content (DLC) pack on the Dark Seas. It is not available on other oceans. The hat never decays, and cannot be traded or placed in a trade window.
Players cannot choose the color of their savvy crossbones hat(s). The primary color is black; the bandana color is randomly chosen from the following colors: gold, red, maroon, white, or blue.
