To join as a officer, pirates needed an officer badge.
Pirates could join the crew as a fleet officer or senior officer.
To advance to fleet officer, pirates must have the trust of the crew, and their own boat. The boat requirement may have been waived, if a pirate was an officer with superior duty puzzle skills.
To advance to senior officer, a pirate must have stats that rival or beat the captain, Crazybread, or a grand frigate.
