Phouka
Phouka floated into Cobalt in February 2006 from parts unknown. Most unfortunately, his greatest contribution to the ocean so far is the widespread adoption (especially within the flag National Pirate Radio (NPR), where he has served in two crews) of his name as a verb.

2. (in folklore) an Irish spirt, mischievous but not malevolent, corresponding to the English Puck. Also, pooka.
Phouka joined Yarr Talk, his first crew, in February 2006. Midway through 2006, he was forced by outside circumstances into a sabbatical, and resigned his Senior Officer commission. He has since returned to active duty and holds a Senior Officer slot with Pillage People (another NPR crew).
Phouka is the current owner of the Shiner fleet, a black- and blue-painted collection of ships all surnamed Shiner. The flee was a gift from retiring Yarr Talk bnavver Seared and originally consisted of a sloop, war brig, and war frigate. It now includes twelve sloops (with the Shanghai'd Moon Shiner, Purple Moonshine, and Self-Inflicted Shiner), a merchant brig, a baghlah (Shanghai'd the Bleeding Blackspot Shiner), three war brigs, and a war frigate (Shanghai'd the Naughty Shiner). Phouka's personal ship is the Sidhe Wolf, a green and brown sloop.
