Independent flags

Independent flags are flags that have chosen to be politically neutral from any type of alliance ring in general. While they may consider themselves independent, these types of flags are prone to proxy warfare, dummy dropping, and using their independence to heat up the political climate.
Independent flags would be considered "free agents" and can be easily recruited by the alliance ring with enough persuasion.
Flags may be considered a "free agent" flag or an independent flag by the following (in)actions:
- Refusal to enter the current political climate.
- Declaring war on a separate flag or an alliance ring.
- Declaring independence for any type of ring, alliance, or pact.
