Don't Panic was a flag on the Sage Ocean. Dylancecka was a former royal of the flag, and invited the Tombor's crew to join the flag. Shortly after joining, the largest crew of the flag left, and Tombor was elected as the new monarch because his crew was the largest of those remaining.
Tombor left the game for an extended absence, and multiple people left the flag assuming that he had left the game permanently.
