About the Flag
Preamble
To cultivate a strong and influential flag, that the pirates of Sage can be proud of, We the pirates of All in today put forth our shared vision of federation in this important document. We agree to hold these rules as our rules, binding ourselves through words and actions to follow these words as law. We believe these rules are just - without justice there is chaos. We believe in our pirates, every member of all in is valuable, by following these laws every pirates voice can be heard fairly. We are 'All In' this together.
We put forth this charter to govern our flag in a just and fair manor. This charter will be enforced with the following collective goals in mind.
Goals
I. We all benefit from a strong and well governed flag, so every pirate is encouraged to work towards a higher standard, through honest business, fair trade, good manners. Do to others pirates as you would have those pirates do to you.
II. Make long term plans through political deals and inter-flag alliances to secure and control Islands for the good of the flag and the crews in the flag.
III. Build and maintain a democratic flag that takes time to listen and debate issues before making decisions that effect the flag.
IV. Encourage members of the flag to have fun, while working to improve their skills.
Our Lawful Charter
Our Flag named 'All In' will always be governed in the democratic manner of a constitutional monarchy. The Office of the Monarch will serve as the highest authority and the ceremonial leadership of the flag.
All Royalty must work actively to help all pirates in their flag and it's crews improve their abilities as free time warrants. This duty to help all pirates includes pillages, blockades, puzzling, shops & stalls. Royalty who are found by respected members of the flag to be derelict in the preceding responsibility's can be asked by the monarch or an other royal to abdicate their position with the allegations presented to them at this time. If this royal who has been found derelict in their responsibilities to our flag refuses to abdicate, then a vote will be called by sitting royals, If the royal in question then loses this vote, then their crew will be disallowed from fielding a replacement royal for that position for 30 days.
Every titled member in our flag will be responsible to help us build and strengthen our flag, by working with one of the seven royal offices as an officer, and fulfilling the duties of this office to the satisfaction of the Royal who manages their respective office of alignment.
Every member of the flag is encouraged to work to improve their puzzle skills, and make friends on Sage. Every member of the flag will have the following rights protected by the flag and the flag royalty at all times.
The Pirate Treaty of Rights
I. Every pirate will be treated as an equal in this flag.
II. No discrimination will be tolerated of any pirate on sage inside or outside of our flag on the basis of nationality, sex, sexuality, race, religion, age, language, or social class.
III. Every pirate has the right to earn promotion with-in their crew and with-in our flag. All promotions will be based on each pirates individual skills, and ability to perform their duties.
IV. Every pirate in the flag has the right to refuse in-flag pvp's without any shame. No crew with-in the flag may pursue an attack against a crew in the flag without the consent of the captain of the boat they are engaging.
V. No pirate in this flag shall steal from any other pirate. If you sink another pirates ship you must buy them a new ship of the same size if they require you to, If you use an unlocked boat, and it has stock you must replace this stock. every member of the flag will be expected to do the same for you, and respect your property.
Regarding the Office of the Monarch
The King/Queen will serve as the leading figure head of our flag, empowered democratically to represent the interests of our flag and all of the fine pirates who support our flag though the office of the King/Queen. The Office of the King/Queen will swear an oath that while serving in that capacity, that they may never represent the flag unilaterally in matters of War, Trade, or Blockades. The King/Queen with further bind themselves to request a vote of the royals offices, that gains a majority of flag royals in these matters before acting publicly.
Regarding the Offices of the Royals
- The Office of Trade
This royal office serves as our flags senior business authority. This royal will swear an oath to work regularly to promote the growth of commerce with-in our flag by utilizing the powers of his office.
The objective of this office is to stimulate commerce, work with members of the flag to build shops, stalls, and train pirates with-in the flag to labor in stalls, buy labor badges, and work trade routes for themselves and others in our flag.
- The Office of Sage Affairs
This royal office serves as our Flags senior diplomatic authority. This royal will swear an oath to work regularly to maintain healthy lines of communication with other crews by utilizing the powers of his office. This office will be responsible to explore alliances, treaties, flag negotiations, build trust, and gather information about other flags and their current activities. This office will be empowered to work with crew captains to designate a crew diplomat to serve the interest of that crew as well as the flag. This prestigious group of diplomats will work with the office to promote the flag objectives.
The objective of this office is to enhance our flags standing on sage through mature communication and collection of information. This office will work actively to maintain the most positive image of our flag through their roll performing in flag leadership as well as their offices regular interactions with outside flag members.
- The Office of War
This royal office serves as our flags senior military authority. This royal will swear an oath to maintain the safety and security of the flag and its fleet. This office will be responsible to build and train an inter-crew flag militia to be utilized in Blockades, PVP's and Wars. This militia will be made up of elite pirates that seek glory in combat. This elite unit will work directly with the office of war to protect our flag and its interests on Sage ocean. The office of war is allowed to spend 10% of the war chest in any given month as a budget allowance to pay elite officers for time spent training to protect the flag and its interests.
- The Office of Flag Affairs
This royal office serves as our flags senior legal authority. This royal will swear an oath to protect all the flags pirates by maintaining a democratic government and enforcing the law of this constitution with goodwill and honest intentions. This office will promote the rule of law with-in our flag as well as work to build flag traditions with great leadership and problem solving skills. This office will be responsible to act as an impartial judge in any internal flag disputes where the captain of the crew is unable to resolve the issue.
This office is responsible to safeguard the 'Pirate Treaty of Rights' with-in the flag. This Office will have the final say in all inter-crew disputes, and all crews in the flag will be bound by decisions made by this office. Decisions made by this office will be enforced by the captains in the flag.
- The Office of the Treasury
This royal office serves as our flags senior financial authority. This office will be entrusted to build and maintain the flag war chest. This royal will supervise fundraising events, secure and maintain a flag treasury (war chest)in a purchased house with a chest, he will appoint two other royals as trusties to become roommates in this house - so that the flag funds can be accessed if they are offline, and/or become unavailable. One of these treasury trusties should be the monarch. This office will be responsible to work with crew captains to encourage the building and maintenance of crew treasuries.
This office will work closely with the Office of Entertainment, and the Office of Trade to secure funding to fill the treasury and continuously build our flag war chest.
- The Office of Entertainment
This royal office serves as our flags senior event authority. This office will be responsible to plan and schedule flag events for the enjoyment and fun of the flag and its members. This includes working closely with the office of the treasury to plan and secure funds though fund-raising events, auctions, contests, AoF tournies and other entertainment activities. The Office of Entertainment will be allowed to spend 10% of the crew war chest in any given month to pursue the duties of this office.
Eligibility of Royals and Titled Members
Royal offices and titles will be afforded to crews based on the respective crew size, the experience contributed, as well as loyalty to the flag. Royals will be expected to perform the duties outlined in this document, and where they are unable to perform them by themselves the royals are responsible to suggest appointments to titled members to assist them in the responsibilities of their office. For a member of 'All In' flag to become eligible for an appointment to a titled position by their crew captain, flag members must help promote commerce in our flag by managing or owning stalls and/or shops.
Every crew in our flag with 15+ active members will be offered at least one royal or titled member in our flag to represent the crew in flag politics. The captain of each crew will be given the power to select which of their crew members to appoint to these important titled positions.
Titled members may be assigned to work with royal offices listed above as royal officers, should they refuse these duties they may lose their title position. Titles may be revoked for failure to perform duties at the discretion of the Office of the Monarch, the Office of Flag Affairs, a majority vote of royals, or a majority vote of flag captains. If a titled member has their title revoked the captain of that crew (even if that person is captain) must select a new candidate to fill the position provided the crew has 15 or more active members.
Crews with less then 15 active members may be called upon to provide a crew member for service as a royal or titled member based on experience of the potential candidate; however they are not automatically guaranteed one position until they meet the 15 active member threshold. If a crew falls below the 15 member threshold for 2 consecutive weeks, the monarch may ask them to abdicate. If they refuse to abdicate honorably, the monarch or any other royal may propose a vote to remove their title.
If any member of flag royalty; including the King/Queen, becomes inactive for two consecutive weeks a vote will be called to select a new monarch or royal. This new monarch or royal must already be a royal or titled member of the flag prior to voting.
Amendments
Amendments to this Flag charter are only possible if a majority of captains as well as royals agree to a new provision. The provision must be written as it will appear in this document and presented to the flag in a flag notice 1 week before the vote is scheduled.
- Flag Safety Amendment
In the event of an emergency such as an unannounced blockade or trade route blocked by 24 hour pvp’ing the Monarch is free to make any decision he feels necessary to protect the flag and its interests on sage and may by-pass a vote in order to act quickly to respond to that emergency. once the emergency has passed the Monarch will return to following to the letter the spirit and rules in this document
- The War Declaration Amendment
In matters of War; to safeguard the interests of all the fine crews who support this flag, The flag royals will be required to gain the support of a majority of crew captains before they may vote yes. At the time of voting they must post a notice for the flag to see a list of the captains names who supported the war declaration at the time of their vote - If a captain of a crew in this flag has not been online for 7 days or more, then an Senior Officer may give consent in their captains absence, If no S.O. has been active for 7 days A Fleet Officer Can give consent in the absence of any active S.O.'s or the crew captain, and so forth down though the ranks, with the rule here being that the crew member has been active in one of the previous seven days, and is also the most senior pirate available in that crew at the time of voting.
