Population

The population of an island is the number of pirates that are homed at that island. The amount of taxes that shoppes and stalls must pay at that island are partially proportional to the population of that island, as is the size of the war chest required to blockade the island. Islands must meet a minimum infrastructure and population level before greenies will "spawn" there.
