In response to your question: to create a crew you need Narrow experience in all of the piracy puzzles (except gunnery and rumble) and the deed to a ship. There is a ten doubloon charge for creating a crew, and you will also need a captains badge. I recommend that you gain a few months experience as officer in an established crew before creating a new one.
