The signature on the image seems a tad off if it was drawn by 'Deborah Wisti-Peterson' like you say. It also appears on the first page of a Google image search for Evil Parrot. --Sagacious 09:03, 8 March 2006 (PST)

Remember that there does not need to be a copyright license or symbol (©) displayed for copyright to apply. Copyright is automatically granted (in the UK, at least), for certain kinds of works, such as "artistic works", which include drawings. --Nicksterv (t/c) 11:12, 9 March 2006 (PST)
My research shows that the name "Deborah Wisti-Peterson" is associated with this image. However, even if she gave permission to use it, that permission may not extend to uploading it to the wiki. By uploading images to the wiki, you are A)providing participatory content to Three Rings, and under the Terms of Service this also grants Three Rings a license to use the image however they like. This leads into B)making the image available under the terms of the Creative Commons Attribution 2.5 License.
In short, even though you may have permission to use the image you may not have permission, nor the legal right to, change its copyright status which is what uploading to the wiki results in.--Fiddler 11:43, 14 March 2006 (PST)
