Locem is a pirate that was crew hopping when Jessrox found him and he then joined thinking he would just hop on to another crew, but then decided he would stay for a while. He then was promoted to fleet officer. However after a while most of the crew left or became dormant. He is still trying to bring back the crew The Dream Destroyers.
