Special offers are made for preset timeframes when purchasing doubloons or subscription time. Some offers are only shown to you when your pirate meets certain requirements, such as having played a parlor game recently for example and other offers are available for any user, like the All Hallows' Spooktacular Promotion's Mystery Gift. Most special offers can be purchased only once (per account, per person?), but the Mystery Gift on the other hand could be purchased multiple times.
