Identifying suspects in a crowded room:

Give them really high-end/fancy clothing? When docktarting, I've found that I could easily detect any officers who passed by me simply because of what they were wearing. You could also give the suspects some weird color-coding people are unlikely to be wearing, such as violet/black or white/gold or something like that. (Who'd voluntarily wear violet if they had choices?)

Which wouldn't take care of all of the problems, as then you have to figure out where to dig up clothing from and what if by some bizzare chance someone participating decided to bust out his musketeer outfit which happens to also be violet/black. The only problem I could see happening with this is someone with matching colors (as you mentioned). Maybe I'll do something crazy like Lime and Orange or something. --Marskiel

Make sure you avoid two sets of navy colors when you pick the set...orange is some island in Gull, as an example, and so there would be a greater chance of having people walking around wearing orange. I think lime's also taken.

That's true for the navy colors. I'll have to ponder on which colors to use (I'm kinda of thinking something garish like red/yellow or yellow/brown). As for the rags, I don't think it would be necessary. The suspects' names are going to be identified, so there wouldn't be TOO much confusion if someone else happened to wear those colors.
