Small Changes

From the Release Notes:

The following are smaller adjustments made: Mercenaries are less effective in swordfighting and rumbling while pillaging. This can be adjusted in the future depending on the needs of the individual ocean. Bug Fix: Direwolf's Diamond Device trophy image has been fixed. Policy change: Island transfer will no longer be permitted. Flags will need to transfer the old fashioned way giving other flags an opportunity to jump into the blockade.
