Hoarseness

Hoarseness is a condition that occurs when a pirate sends more than 3 messages in 10 seconds in most places. When it occurs to a pirate, they will be silenced for a small amount of time. It only occurs when using the speak channel, and only applies to it. Building managers that are in their own buildings are immune to it.
