Blockade structure?

I'm just wondering... what is the exact structure of a blockade? I know it's a bunch of 45-minute rounds arranged as round, round, round, break, round, round; and I think each round has 4 minutes of puzzling, 1 of break, 4 of puzzling, 1 of break, etc. But in each turn, are "empty phases" skipped as in battlenav, or are they there without actually containing anything?
