Navigator control over ability to play
We've repeatedly kicked around possibilities to give the CO control over this. We're not particularly happy with any of the "solutions" we've come to. They either don't give enough control to the CO to really be useful in a sufficient variety of situations (e.g. simple on/off switch) or they are far too complex and micromanagement intensive. (e.g. CO can order specific pirates to Treasure Haul). Additionally, most of these (particularly the on/off switch) seem ripe for abuse by COs at the expense of jobbers' enjoyment. At any rate, the Treasure Haul trade-off as a whole is something we'll continue to watch. - Arcturus
